All about Assam’s Integrated Land Records Management System (ILRMS)

The Assam government’s Integrated Land Records Management System (ILRMS) is a virtual medium using which land owners in the north-eastern state can access all land-related information. Set up by the Revenue and Disaster Management Department of the Assam government, the ILRMS, more commonly known as the Dharitree portal, enables smooth transfer and registration of land and property in Assam. The Dharitree portal is also an attempt at ‘ensuring interconnectivity among the revenue circle, sub-registrar, deputy commissioners’ offices and the directorate of land records’. Land owners in Assam can also use the Dharitree App on their mobile, to access land records in Assam.

Purpose of Assam’s Integrated Land Records Management System (ILRMS)

The Integrated Land Records Management System or Dharitree portal is an attempt by the state government to integrate the details pertaining to land, such as transfer and registration of land, updating of land records such as mutation, partition, conversion and reclassification, and land revenue collection.

When the rights of a land parcel are transferred by the owner to another person for a specific period though a lease, a patta document is used, to formalise the process. The patta number is a legal identity proving land ownership. In fact, in January 2021, prime minister Narendra Modi launched a special programme of the Assam government to distribute land patta or land allotment certificates to over one lakh landless, indigenous people, after a government panel said 90% of people in Assam did not have legal documents to prove land ownership. The Assam government plans to allocate a total of 2,28,160 land pattas in 4.5 years. The prime minister launched the process of allocation of pattas to 1.06 lakh people on January 23, 2021.
